Steamwheedle Cartel

The Steamwheedle Cartel represents the neutral goblin faction of the world of Azeroth. Trading equally with Horde or Alliance (and anyone else who happens by), the goblins have a simple goal - maximize profit. The Cartel is run from the legendary Undermine, capital city of the goblins, which is currently off limits to adventurers. Goblin vendors dot the highways and byways of both continents, as well as making special appearances during the commercial season (Winter Veil being a notable example).

The Cartel has four major factions: Ratchet (in the Barrens), Booty Bay (Stranglethorn Vale), Gadgetzan (Tanaris), and Everlook (Winterspring). Each faction has quests which build reputation. These quests generally have 50% reputation spillover to the rest of the Cartel (so gaining 100 rep with Gadgetzan will usually also earn 50 rep with the other cities). As of 1.7, this spillover continues halfway through Exalted.

Characters begin 600/3000 Neutral with the four Steamwheedle factions. Gaining reputation with the Cartel has the following bonuses:

  • At Friendly reputation, guards for the appropriate faction will assist you if you are in combat - useful because the goblin cities welcome both Horde and Alliance
    When Friendly with Booty Bay, Lolo the Lookout in Faldir's Cove will give you the quest "[35] Land Ho!" beginning a quest chain which completes with "[44] Death From Below".
  • At Honored reputation, received 10% savings from faction vendors

Reputation from Kills

Killing most Bloodsail Buccaneer or Venture Company mobs yields 5 Booty Bay reputation points apiece (15-25 for the major named NPCs such as the captains). Killing Southsea Pirate mobs (near Ratchet or eastern Tanaris) or Wastewander brigand mobs east of Tanaris yields 5 Ratchet/Gadgetzan rep (some Gadgetzan mobs also have 100% spillover to Ratchet or Everlook; 15-25 points for named mobs). In both cases, there is usually a 50% spillover (2.5 or 12.5) to the other cities. The full reputation benefit is only earned if you gain xp from the kill. Note that killing Bloodsail mobs or completing quests for Booty Bay faction drops your reputation with the Bloodsail faction (usually by 5x the Booty Bay reputation gain).

Note that the above two quests are the prerequisites for the 2 Steamwheedle RRQs. Also, after completing them, Zorbin will sell to you various engineering supplies, including Schematic: Snake Burst Firework.

For the Feralas quests, the quest giver is near the dock for the Feathermoon ferry on the coast of Feralas. Take both quests and head south down the coast - giants and water elementals are found together. These quests can be soloed easily at ~L50 (earlier for pet-using and high DPS classes).

There are repeatable quests to repair your faction with the Cartel should you have misspent your youth as a pirate and Bloodsail ally. These quests are only available to you at Unfriendly or below. Each completion provides 500 rep for the appropriate faction, 250 Cartel spillover, and a loss of 500 Bloodsail rep.
